The Australian Government Department of Family and Community Services launched a new initiative under the Stronger Families and Communities Strategy. With this Communities for Children initiative, the Australian Government aims to forge new and innovative approaches to policy development and service delivery. Communities for Children takes a collaborative approach to achieving better outcomes for children aged 0–5 and their families.

Non-government organisations are funded as 'Facilitating Partners' in 45 community sites around Australia to develop and implement a strategic and sustainable whole of community approach to early childhood development, in consultation with local stakeholders. It is this application of a national framework which allows for tailored approaches at the local level and provides communities with the opportunity to develop flexible and innovative approaches that best reflect their circumstances.

The role of the Centre for Vulnerable Children and Families, as the research partner in the Communities for Children (Armadale) Project is to provide expertise and assistance in bringing the research evidence to the strategic and services plans of the project; evaluation of process and service strategies, promotion of adequate data management and the undertaking of specific research projects. This grounds the Armadale project in research and evaluative about what makes a difference in the lives of families and their young children.
